The key to understanding PCR test results is a figure known as the "cycle threshold". A cycle threshold above 34 is highly dubious, and the CDC will not attempt to culture live virus from a test sample that tested positive above a cycle threshold of 28. Anthony Fauci himself has conceded that a cycle threshold above 36 is testing "dead nucleotides" and Rochelle Walensky gave the reason for dropping a negative PCR test result from the quarantine guidelines was because the test was hitting on "viral fragments".

So the case counts themselves are problematic because of poor criteria and poorer testing protocols.
However, the notion of tracking incidence of disease is not a scam, and both the CDC as well as state and local health agencies have for decades tracked and reported on the levels of Influenza Like Illness especially during the traditional flu season.
So if the case counts themselves were reliable, no, it would not be a scam. Unfortunately, the case counts themselves are not reliable.
