And didn't China have their own "vaccine" they surely made everyone take? Maybe that's why Chinese government is downplaying the numbers so the vaccine failure isn't so obvious. Or maybe their numbers are accurate.
The bottom line is you are certainly correct we can't be certain of anything there.
First and foremost is the old media truism "if it bleeds it leads". The favorite topics of all media outlets are either sports or the Four Horsemen of the Apocalypse.
Beyond that is a certain amount of rationalization: the media HAS to defend China's lockdowns because they worked so damn hard to promote them everywhere else as part of the Pandemic Panic Narrative. Admitting that lockdowns failed in China begs the question of why they defended the lockdowns anywhere.
As regards vaccines, China did develop two whole-virus vaccines against COVID, SinoVac and SinoPharm, which by all accounts were about as effective against original Wuhan strain as your typical flu shot, and against Omicron are functionally useless. There is also some indication even their vaccines, which follow the traditional formulation for vaccines, have significant adverse events associated with administration. For a variety of reasons, a fair number of Chinese, particularly the elderly, are resistant to taking the shots, and I believe less than 20% of Chinese citizens over 65 have been vaccinated.
As for China's numbers being accurate--that would be a first in the history of the CCP. Dementia Joe has a better chance of remembering his name.
From the little I've read about Sinovac, it's absolute dreck. The Chinese are mostly smart enough to not trust it, I would speculate. I'm just surprised if they havent forced it.

Certainly the countries that bought into SinoVac have had cause to regret it. It's performance has been nothing if not underwhelming.
But given the relatively high rate of mutation among infectious respiratory pathogens, I suspect an effective vaccine is a functional impossibility, because by the time you have completed the virus preparation the virus has already moved on, making the vaccine's protection inherently "leaky".
As for why the CCP didn't mandate the vaccine, that is a question. It might be that it just didn't occur to them, or it's possible they weren't able to produce enough doses at once to support vaccinating 1.3 billion people. It doesn't do much good to mandate something if you can't make enough of it to go around.

I've been wondering why they didn't go all in on hydroxychloroquine and ivermectin in 2020/21. Doesn't seem like they would have the same disincentives to use them as the west did.

The notion that there can be a straight replay of the Pandemic Panic Narrative is simply absurd, and it speaks to a great ignorance both of human history and human nature.
People do remember what has gone before. They may not remember everything the way we do, or put the meanings on events that we do, but they DO remember. And the narrative only goes so far in motivating human action. This is why booster uptake in this country is extremely low (14% last I checked), even though initial inoculation uptake was somewhat high. It's also why Facebook has had to repeatedly refund money to advertisers for goosing their stats--the brutal truth of all the data mining done by Facebook and Google is that it's a good deal less persuasive than the narrative will admit.
Would the media like to see a replay of the Pandemic Panic Narrative? I'm sure they would. They needed it as an alternative to the Trump Reality Show, and even now, Trump is a better media draw than Dementia Joe (which alone should scare the piss out of the Democrats). The Establishmentarians (aka, the Uniparty) loved the Pandemic Panic Narrative for the same reason they enjoyed 9/11--anything to justify taking and wielding more power. So of course they want to see it come back.
But it can't come back as COVID. That tale is told and done. Even the media's fear-gasm over China does not appear to be generating much in the way of Pandemic Panic--it took two weeks after Zero COVID was dropped before other countries slapped negative test requirements on flights originating from China. Nobody wants to see the virus make another trip around the world, but there's not the uber paranoia from the last time, either. And the potential for a COVID resurgence is not obscuring the steady drip drip of negative details about the mRNA inoculations.
Yes, there will be another attempt at pushing the Pandemic Panic Narrative. But it will need to be something besides yet another Omicron subvariant if it is going to have the same emotive impact of the original narrative.
