Since the whole thing makes no sense, maybe it's a test for how far they can push people. Then the new knowledge can be used on the rest of the world.

On second thought, now I know why. The people in charge want to crash China because then they will have a reason why no one can get products, and shortages can get even worse, faster.

There have been those commentators who have speculated that China's stance of Zero Covid has been motivated at least in part by a curious rationale that crashing the world economy through supply chain disruptions might obscure the reality that China's economy was headed for a crash with or without Zero COVID, and so minimize the potential political fallout to the CCP.

While that is still a somewhat extreme reading of the available data, it is also true that "beggar thy neighbor" has been an acknowledged albeit dysfunctional form of national economic policy going all the way back to Adam Smith and "Wealth Of Nations".
