There apparently is a CPI for the Elderly which is not the figure utilized for the COLA. In addition, Obama talked about putting the COLA on chained CPI, which was for some reason rejected. Those of us on fixed incomes tend to feel price changes more keenly.
I have not focused specifically on COLA, but the crux of the issue is the propriety of the COLA adjustment factor with respect to prevailing inflation levels.
