Hmmm. I’m always amazed that knowing how to manage money is not a prerequisite to actually having an account. Welcome to the position of every average Joe in America. Bring the conversation down to a basic household level. We have the same issues. Credit card debt, college debt. State, county and property taxes soaring prices on everything. Perhaps I’m showing my ignorance, but to me, all agencies under the Federal government are budgeted areas. Much like paying for a vacation or a new deck in the backyard or healthcare, property taxes.. etc. It galls me to think that I contribute to a checkbook with no balance. Or checks.
Given Congress' penchant for pork-laden continuing resolutions, no, agencies of the Federal government are NOT budgeted areas.
That would require timely passage of appropriations bills--and ideally there should be one bill for each agency.
Instead, through the continuing resolution, Congress periodically doles out spending authority, never mind what the government is actually likely to collect in taxes, and while new spending is supposed to be "paid for" by spending cuts elsewhere, it rarety actually is.
Then the Treasury gets to herd all of these fiscal cats while working with the Fed to generate more debt and expand the money supply so that there are dollars on hand to pay for everything.
The way the Federal government uses the term "budget" and the way ordinary folks on Main Street use the term are vastly different.

Peter, is there something Trump can unilaterally and immediately do to forestall damage? Something with halting all payments to illegal immigrants, or to government agencies, or manipulation of crypto currencies, or ? I’m sure hoping he has more tricks up his sleeve!
Everything Trump does comes under the heading of "extraordinary measure" that Yellen has said the Treasury Department is already doing.
However, the President has no authority to cancel any obligation the government has. If a payment is due, a payment needs to be made....eventually. Altering that requires an act of Congress.
But all of that merely impedes the implementation of Agenda 47.
Congress should have listened to him when he asked for the debt ceiling to be dealt with last month.
And the money laundering masters in Ukraine, and the Big Pharma donor masters here in the US.
The key to understanding corruption is recognizing that it is remarkably apolitical. As long as the bribes..."campaign contributions" are paid, our elected representatives by and large do not care where the contributors reside, or what their political agenda might be.

His choices as AG and head of FBI, are they going where no man has gone before, or do they leave the deep secrets alone?
Re border and immigration problems, does he endure the short term pain for long term and truer justice that is deserved and demanded?
Censorship - not sure how to measure his resolve but this evil may be more than all others bc it has infected ALL our institutions, including churches of highest order, and so many of us walk in darkness and lies.

After that much depends on what other events arise which command his attention. A natural disaster such as another hurricane or a wildfire such as what's happning in California currently comes without much advance warning and will upend a lot of plans.
Overall my plan is observe, analyze, assess, and report--always focusing on what is demonstrably factual.
