Countries with really low vax rates would act as control groups, and THEY really don't want that.

Strictly speaking, to be a control group the Vax rate would have to be zero. That's not a possibility.

However, correlation can be analyzed based on Vax rates, low vs high. Correlation is not causation but it is connection, and thus comparisons across the spectrum of Vax rates are valid and potentially informative.
