The Mounties are not really experienced at crowd control, eh? Their gear is all shiny and the horses are used to parades and drills, not real people in the street.
While most Canadians live within 100 miles of the US border, they are not Americans. Many of their ancestors fled the violence of our Revolution and the Queen is still on their money. Their military is as fierce as any on the planet, but in general their people are more patient and docile than those of us in 'the States'.
I attended a Jefferson Airplane concert in Toronto back in the day. The few Americans in the audience were up on their feet and dancing in the aisles--participating in the music. The Canadians sat in their seats to be entertained. At one point, frustrated with the lack of energy from the audience, Grace Slick actually said "What is the matter with you people?"

That is a distinct possibility.
Certainly the police forces -- municipal, provincial, and federal -- were completely unprepared for the Freedom Convoy.
And the truckers announced their intentions a week in advance.
